Atlassian Goals alternatives: stay in Jira, or step outside it
Facts checked October 27, 2026
Most companies don't pick Atlassian Goals. It shows up. Goals and Projects are platform apps included at no additional cost, and Atlassian's platform migration notes say your organization only needs a version of Jira or Confluence, free plans included. Atlassian said the last eligible customers would get them during April to May 2026. One day the Goals icon is in your app switcher, and someone in leadership asks whether you can run OKRs there.
Sometimes you can. Sometimes, a quarter in, the gaps add up. The first question is whether you want to stay inside Atlassian, with a Jira app or Atlassian's own enterprise product, or move goals to a tool built only for them. This page covers both paths. Prices are as published on October 27, 2026.
Why Jira teams move past the Goals app
These limits come from Atlassian's own support pages and issue tracker:
- Goals go in one at a time. The issue tracker confirms there's no way to upload goals in bulk. A company with 150 goals in a spreadsheet types them in.
- Imports need Atlassian Support. The only importer is for Viva Goals. It takes the unedited JSON from the Viva admin export, and you open a support ticket with your Cloud ID.
- One parent per goal. A key result that supports two objectives has to pick one.
- Nothing is private. Every goal is visible to the whole organization; private goals are promised later.
- Archived, never deleted. Goals can be archived but not removed.
- Hard caps. The data limits page caps one CSV export at 1,000 goals, one goal at 100 linked Jira work items, and an update summary at 280 characters.
What the Goals app does well, and who should stay
It costs nothing extra, and nobody has to approve a new vendor or a security review. Goals sit in the same place as the Jira and Confluence work that delivers them, and a goal can link to contributing projects and Jira work. For a few teams writing monthly updates next to their tickets, that's enough.
Stay if goals are a side habit rather than a company-wide quarterly process, if everyone already works in Jira, and if open visibility suits your culture. Move if you're about to roll OKRs out to sales, support and people who never open Jira, or if you need private goals or multiple parents.

Seven options, inside and outside Atlassian
Oboard
Oboard keeps you in Jira but gives you a real OKR tool there. OKR in Jira lets key results be Jira issues, with progress following issue status. Its pricing runs from $0.09 to $1.80 per Jira user per month, free for up to 10 Jira users, with a one-month trial. You pay on your whole Jira user count, not just on people who use OKRs.
Moving over: Oboard's own docs carried a 2024 support reply saying OKRs couldn't be imported yet, so plan on entering goals by hand. The Advanced edition adds a portal for executives who don't use Jira.
Jira Align
Jira Align is the Atlassian answer for portfolio-scale planning. It's now sold only in the Strategy Collection, and the pricing page lists $77,400 a year for 1 to 50 users, requires Jira Cloud Premium, and offers no free trial. It suits an enterprise running scaled agile across many teams. For a company that found the free Goals app too thin, it's usually far more than needed. Our Jira Align alternatives page explains the bundle.
Tability
Tability is the outside tool that still feels close to Jira. Jira and Linear integrations come with Basic, at $6 per user per month billed yearly or $7 monthly, according to Tability's pricing. Slack and Teams are on Basic too, and there are no user minimums.
Moving over: export your goals to CSV, then let Tability's AI importer read it. It takes files up to 10 MB without a fixed template and creates nothing until you confirm. It won't create users or teams for you.
Perdoo
Perdoo works if most of your company sits outside Jira. Its free plan covers up to 5 users with Slack and Teams; Premium is €8.00 per user per month under 25 users and €6.40 at 100, Supreme €10.00 to €8.00, and quarterly terms cost 10% more. Jira integration comes only with Supreme.
Moving over: Perdoo's import has no Atlassian option. Copy your Atlassian CSV into Perdoo's template, under 5 MB and 10,000 rows, or paste goals as text.
Leapsome
Leapsome is for the company whose next step after goals is performance reviews. Its pricing page lists Goals & OKRs at €4 per employee per month with a goal tree and a Jira integration, plus a required HRIS foundation (€7, free until December 31 with any Talent Suite module). Slack and Microsoft Teams send goal digests.
Moving over: admins can import goals from Excel. The parent goal column only works for business goals, and a parent must already exist, so upload top-level goals first.
Profit.co
Profit.co is a suite with OKRs, scorecards, performance and project modules. Its pricing is quoted by modules and user count, with a 30-day trial and 100+ integrations including Jira, Slack and Teams. A dedicated success manager and guided onboarding come with every plan, which helps if you'd rather not move goals yourself. See our
Profit.co alternatives.
OKIAR
OKIAR is the step outside for a team that wants goals managed in the open, not in a ticket system. The beta is free, with no card and no caps on objectives, key results, KPIs or members. People check in weekly by voice or text, OKIAR writes a weekly summary, and updates flow through Slack or Telegram.
Moving over: upload your Atlassian CSV at sign-up or later, up to 5 MB. OKIAR helps map people, teams and parent links for you to review and shows you the draft before you accept it. It has no Jira integration and no Teams app, and the MCP connection can create objectives, key results and KPIs as well as update them.
Exporting from Atlassian Goals
In the Goals directory, filter what you need, open the menu above the list and choose Export CSV. You get the goal key, name, status, dates, owner, teams, parent goal, subgoals, contributing projects and tags, but not custom fields. Export in batches if you have more than 1,000 goals. Our Atlassian Goals migration guide explains each column and how to clean the file.
Run your next quarter in OKIAR
Free during beta, with no credit card.
Frequently asked questions
Should I use a Jira app or a separate OKR tool?
Use a Jira app like Oboard if everyone works in Jira. Use a separate tool if sales, marketing or people teams need to own goals too.
Is Oboard cheaper than a standalone tool?
Per seat, often yes, but Oboard bills on every Jira user in your instance, including people who never touch OKRs.
Is Jira Align a replacement for Atlassian Goals?
Only for large enterprises. It costs $77,400 a year for up to 50 users and needs Jira Cloud Premium.
Can I bulk import goals into Atlassian Goals?
No. Atlassian's tracker confirms there's no bulk upload. The only importer is for Viva Goals and runs through Atlassian Support.
Which alternative keeps parent links when I move?
OKIAR keeps parent links from your CSV. Tability and Perdoo read files too, but check their guides for how alignment maps.
Is OKIAR free?
Yes, during the beta, with no set end date and no card. Beta Okiar is already live today.
Considering Oboard itself? See our Oboard alternatives.
Rebuild this quarter's OKRs in OKIAR, free during beta
No credit card, no caps on objectives, key results, KPIs or team members. Goal import reads your Atlassian Goals CSV and helps map people, teams and parent links for you to review.
